Docker: Install grpcio-tools from distro (#10358)
Use distro provided Python at build time (instead of the `python` images from dockerhub) and install `grpcio-tools` using the distro provided packages. This should speed up build times, ESPECIALLY on riscv64 (where prebuilt `grpcio-tools` wheels are not provided on pip). Co-authored-by: Copilot <copilot@github.com>
