Fixes this build error:

The fix is consistent with variants/esp32s3/heltec_v3/platformio.ini

This commit is intentionally on the develop branch, because it's harmless to
develop branch, and makes us more ready for pioarduino when the time comes.

 		20f838a61e Add explicit dependency on mklittlefs. (#9708) 
This fixes builds in very clean environment with default build target (e.g.
-t buildfs *not* explicitly specified).

Tested: pio run -e heltec-v3

 		d65dc497f2 /api/v1/fromradio: add OPTIONS handler for CORS. (#5386) 
This avoids hitting the 404 Not Found handler, which breaks connection
keep-alive, so this change fixes a big performance regression for Web Client in
Chrome: https://github.com/meshtastic/firmware/issues/5385

Tested on Heltec V3.
