fix(llm): 工具路由配置修改后立即生效,不再硬编码 system prompt
toolrouter 每轮调用都从 DB 读取最新配置,/admin/llm/api 保存后下一条消息即生效, 无需重启。ai.NewService 启动时从 DB 加载初始配置,移除硬编码 prompt 覆盖用户配置的问题。 Co-Authored-By: Claude <noreply@anthropic.com>
